Although the participation in urban planning plays an important role, especially in the decision-making stage, the culture of participation in its modern concept is still weak in Algerian society, where we note the non-attendance of the citizen in the urban planning process. In addition, the numerous laws and the widespread proliferation of information by the huge useramount of internet users and social networks have not been able to stimulate a culture of participatory decision-making.
The research asses the position of the citizen in the urban planning process, and highlights the reasons for its decline in
AlgiersAlgiers' metropolitan Areaarea, Wherewhere we will review the social, institutional, and cultural obstacles which face participating faces. ThenceHence, in order to achieve convincing results, a questionnaire was used, which included both citizens and local electeds representatives. The findings indicate a huge gap between citizen and decision makers, and great ambiguity in the ways of communication between them, finally. Finally, the study concluded the importance of e- participation tools as a solution for motivating their participation.
