Post of Officer in Charge
With reference to your letter dated 01st1st October 2017 on the above.

I was transferred to the centre to release my predecessor on his request to carry out his PhD programmeprogram which was initially planned to commence in 2014 as per the divisional HRD plan. As I have been working almost 3 yearsa three-year period as an Officer in Charge of the Centre ever since. During my stay at the centre, I tried my level best to strategically manage the conflict situation which prevailed at the station with the minimum interruptinterruption to the Top rank management while attending day to dayday-to-day technical, administrative, financial activities and development activities of the centre.

Head of the division has proposed my name for a PhD programeprogram according to the divisional HRD programmeprogram and you have been informed. At the movementmoment, I am writing the proposal for my PhD and expect to submit it to the relevant authority. However, Proposal writing is severely interrupted by the routine station activities. Therefore, it iswould be greatly appreciated if you could release me from the OIC post and grant me an opportunity to carry out my higher studies.
